Easily got with a helicopter, this package is tough to locate without any decent reference points. Your target is the roof of a building next to a place called "DBP Security" - who you will encounter later in the game. This is near the Ocean Beach main strip, due east from 1102 Washington Street (the property where Package 10 is located) and due south of a tall blue & white striped cylindrical building (where, handily, Package 14 is located). The building itself is a low, two-storey affair and the package is located on the far southwest point of the roof, next to another of Ocean Beach's straight north-south roads.

Just north of 1102 Washington Beach (and package 10) is a small humpback bridge. The package is located beneath the bridge, to the right, tight up against it.

Locate the tall, blue and white striped cylindrical building again. Drive/run/fly due east of this, onto the beach. On the beach are a number of beach huts, Baywatch-style. The package is located on the steps of one of them - it IS almost due east of the building I mentioned (often), but it is easy to get the wrong one by mistake. The correct hut is located very close to the north end of the Ocean Beach main strip. Well, closer than the others anyway.

Locate the bridge to Starfish Island - it's the second of the four bridges between East and West Vice City. Just to the south of this bridge is a complex, containing a couple of shower blocks, three tall apartment buildings and some sort of maisonette. Packages 15 and 16 are located in this area. Package 15 is on the south side of the maisonette - make your way there, into the moat and keep looking to your left. It's hiding, snug against a north-western corner.

In the same area as the last one, but located in the western set of shower blocks. For some reason.

Just to the north of the Starfish Island is a building site. Go to the western edge of the land - so that you are alongside the entrance to the bridge - turn south and walk under the bridge. The package is very hard to miss..

This package is nigh-on impossible to get until you have passed the "Copland" mission. You see, it's inside Washington Beach Police Station. Well inside, as it happens. After the Copland mission, a police uniform is available which will allow you free access to the station (go in through the doors, turn left into the changing rooms and grab the outfit pick-up) - and the Fort Baxter airbase, as it happens.
The package is down the main corridor, turning right and going up some small steps into an office and go straight to the office space at the back.

Cross the small bridge west from the Washington Beach Police Station and go slightly to the north. There is, opposite Avery Carrington's building site (although on the same block) a company called "Spand Express". Until the mission "Riot", the gates are shut - but that won't stop any of us with a helicopter (you can park a car up close and jump over the gate if you must - there is a way out via the wooden boxes on your left). Round the sides and back of the company is an alleyway leading to nowhere, and the package is within...

Back to Avery Carrington's building site. This time go into the site and ascend the ramp straight ahead onto the building. There is a second ramp, taking you up to the second floor. You'll see a long I-beam girder leading out to the west - walk up it and you'll see the package at the end of it.
