Gun specialist and alleged Vietnam veteran, Phil lives in a patch next to Little Haiti known as "Phil's Place" (imaginative). You'll meet him during the missions at The Malibu club, after which you can run these missions for him
Phil wants you to take out the weapons shipments of a Mexican arms dealer who is competing for business with him... You must track the four trucks, knock the weapons crates off the back and take the arms inside - oh, but there's shooters on the trucks.
Easy method: Get a tank. Blow the four trucks up.
Harder method: Just ram the trucks from the side to knock the crates off, and drive-by them to kill the shooters. After you've got the first two weapons, you'll be surrounded by gunmen on Sanchez dirt bikes every time you slow down. If you're using Phil's Patriot, it's not really a problem - just ram them off.
Once you've collected all four weapons, you need to blow the remaining trucks up (not a problem for you tank-ers out there), so either get them properly to start with, or find 'em and drive-by 'em. When they're dead, the mission is done.
Mission Reward: $2000
Phil gives you a ring on the old McGuffin and invites you down to his place for a quick drink of Boomshine. When you get there you'll find Phil making a bomb, and extremely drunknard. And whoops! There goes his arm!
You need to drive Phil to the Little Havana hospital. "Easy!" you say. Problem is, the Boomshine has made you extremely drunknard as well.
This is a top-notch mission - really good fun. The Boomshine makes Tommy's driving erratic and you can't see very well as the camera angle is all screwed to hell. But keep at it with many, many small adjustments and you'll make it to the hospital fine.
But NOOOO, Phil doesn't want to go to the hospital - too many cops and Viet Cong, apparently. He wants you to drive to see an ex-army surgeon just around the corner who can treat him. By now, driving is much easier - the car is less erratic and the camera has straightened up - so getting the few hundred yards around the corner won't be at all traumatising. Spot the continuity error when Phil walks off down the alley - he blew off his right arm in the beginning cutscene, but now it's his left arm that's missing - spook!
Mission Reward: $4000
Once Phil's missions are completed, you'll have access to buy some of the heavier weapons from Phil's Place.
