In this guide I will detail the locations of all 35 Rampages in Vice City, with digital photographs (crap ones, but they do the job) to assist. As with the Rampage guide, each description will have rough area information, with more accurate location information and what, if any, form of transport you will need to carry it out (some Rampages require a car or bike).
The rampages are listed in rough order of south-to-north on the East island, followed by Starfish Island then north-to-south on the West island, rather than simple acquire order. I will split the guide up into two parts - the 17 on east island, which are attainable without having made any other progress in the game, followed by the remaining 18 on Starfish Island and west island (which are also technically attainable without having made any other progress, but require a bit of sneakiness...)
The rampages each carry a $50 reward for completion, increasing by $50 every time you successfully complete one. However, be aware that taking part in a rampage can affect the status of any other weapons you may be carrying.
Rampages weapons have infinite ammo for the duration of the rampage, then vanish. They also cannot be swapped - this may not seem like a big problem, but you try running from the cops while carrying a minigun - or using grenades to defend yourself from a hoard of gang members around you (the chainsaw rampage on Ocean Beach is another case in point).
You should also note that many of the rampages involve killing gang members. The gangs spawn randomly, and can be any one of Vice City's gangs - even the golfers - although I've yet to see a Haitian rampage in Little Havana, or vice versa. Killing anyone other than gang members does not count towards your rampage kill total. Also, any stars you have acquired will vanish upon successful completion of a rampage - although if you fail one, they'll be retained.

Remember the location of hidden package 1? Off the south-west shore of the East island are three wooden shacks, built on stilts in the water. The rampage is located on the furthest south-west of these three. You will need a helicopter to land on the platform - or a boat to access the lower level of the platform if you're feeling lucky (but I wouldn't recommend it) - and the rampage is in a gap in the fence to the east.
Although it may seem easy to just blow up 10 boats, the spawning rate is a little on the low side. I prefer to leap back into the helicopter and fly north-east to the top of the underground garage outside the marina and take out any cars driving past. It's still not easy - especially given the time you've wasted getting there - but more "doable".
There is of course also a super-easy cheaty pants way of doing it. Make sure the helicopter you use to fly out to the rampage icon is the Hunter or Sea Sparrow. Then use the guns on these choppers to blow the vehicles up for you. Lazy!

As you reach the bottom of Ocean Drive and the road curves from southbound to westbound, there is a tongue of land sticking out to the south-east. The rampage is next to a bush a little way down here - it's not hard to spot.
The molotov cocktail rampages can be fairly tricky, as they explode in showers of flame. And Tommy doesn't like fire much. The easiest way to pass them is to make sure you are quite a distance from the gang members you're trying to incinerate. You can also complete the Firefighter R3 mission, to level 12, which makes Tommy fireproof, so he can happily stand, wreathed in flames.

Drive to the south-easternmost end of the beach in Ocean Beach. As you reach the dunes near the very end, the rampage is out near the water's edge.
The rampage requires you to run over the gang members, so you must have a car/bike to do it with. Very few vehicles are able to move with sufficient speed to kill people by running them over whilst on the beach. The BF Injection is a good bet, as is the Taxi (not the Kaufman Cab though) and Police car. But there IS another way.
If your car can't cut it on the beach, don't try to kill people on the beach. Drive up to the road (it's actually quicker to get the rampage icon with a helicopter, fly back to the road and steal a car to kill people with) and run them over there instead. They will spawn around your location, so just keep your eyes out for them.

This rampage is on a roof around the outside of a multistorey car park (the same car park as the "Cone Crazy" mission will take place. You can of course fly there, but if you're limited by way of ground transport you should head as follows. From the Ocean Beach Hotel, turn right and immediately right again (so you're now heading west). When you reach the junction with the next road, turn right again (north). A little way up on the left is a turn-in, next to Collar & Cuffs clothes shop, and this leads into the car park. Head up the ramp to the first level and park your car against the left (west) wall (if you're on a bike, steal a car from the car park...). Jump on the roof and then over the barrier onto the roof outside. The rampage is to the southwest. To get back again from the rampage, either drop to the floor - it only costs a few health or armour points - or run ALL the way round the roof (to the north, then east, then south) to the other side of the car park, where the roof is high enough to jump back in.
Your weapon for the rampage is the PSG sniper rifle - my favourite weapon in the game. Use R1 to aim, then square to zoom in (or X to zoom out). Most shots from the PSG kill, but it's always fun to pop heads with it. However, your targets won't remain stationary for ever. Line up your sights so you only have to move in one dimension (usually laterally...), and take your time, then fire off quick rounds to dispatch groups before they start running. With walking groups, take out the rear members first - if you take out the leader, the others can SEE him die and they start running.

To get here, head north from the last rampage, then take the next left (west). On your right are a bunch of white houses. There's an alley leading between the two sets of houses, and you want the set on the west. Walk down the garden path and the rampage is behind a tree to your right.
This one isn't particularly easy, as all you have is a sword, and your targets will probably be armed and not very happy. But you're allowed to kill them by putting the boot in when they're down, and occasionally you can get a lucky decapitation.

Head towards Ocean Beach hospital, but go around the back, as you did for hidden package 6. The rampage is in front of the building which that package was behind.
This weapon is tough to aim, since each shot's recoil changes your aim. As with the sniper rifle you should find walking groups of the gang and headshot the rearmost members. Shooting their legs also seems to be a good one-hit kill, for some bizarre reason. The gangs will fight back and they can get underneath you - which is irritating as for long as they're there they are taking up sprite spawnings.

Head north from rampage #4. Don't turn left as you did for rampage #5, but instead carry on a little way up the road. You should reach some pink apartment buildings, with a garage just after them. There is a slightly open gate leading into the grounds of these pink buildings and the rampage is behind the gate.
Another not-easy one, but if you keep circle pressed while you run, you can run into the middle of large groups of gang members and take them all out at once. Remember that they're armed and won't just let you run off afterwards though.

Head to Ocean Beach mall. Drive up the spiral parking ramp on it's east side until you reach the top. Then head down the left (south) of the upper level. The rampage is in the corner on the lower part of the roof.
Another not-very-nice rampage. This one nets you a shotgun to chew on, but all the enemies spawn in the mall below. It's very tough to hit them from up here, so jump down into the mall. The spawning rate for this one is always very slow, and all enemies take TWO hits to kill, so shoot them again when they're down.

Head out onto the road which takes you past Ken Rosenberg's office (presumably Washington Street, since 1102 Washington Street is opposite...). Follow it north over the bridge, then turn left - up some steps - opposite the Bunch Of Tools hardware shop. Over on your left you'll see a pink house, and the rampage is on the steps facing you.
This is one of the easiest rampages - the MP5 is an excellent weapon and you should easily meet the time target.

Go to the very top of Ocean Drive. There is a hotel there - go around it's east side and the rampage is up against the wall there.
The chrome shotgun is a much more effective weapon than the shotgun you must use in rampage 7, and you won't have any trouble meeting your kill target.

Continue round the side of the hotel and you'll come to a swimming pool area. The rampage is on the highest diving board to the east.
Walk to the edge of the diving board, to give you a wide area of potential targets. The just follow the same tactics as with rampage 4.

Drive to the Malibu. Take the left turning after the Malibu which takes you past a Pizza shop and over a little humpback bridge. On the other side of the bridge, bear right. This takes you into a small cul-de-sac. The rampage is located at the far end of it.
Another relatively easy one. The best vehicle to take is a PCJ-600 - or other bike - as you can fire from the front of it, whilst in normal drive view - you don't have to look sideways.

Go back out to the Pizza place, but head north just before it. When you reach the end of the road you should see a little patch of grass ahead of you and to the left. Drive onto that. The rampage is on your left, just next to the Leaf Links bridge.
Another chainsaw one. Do as you did for rampage 7 - run and hold circle to keep the 'saw in front of you.

Go all the way up to the Northpoint Mall in Vice Point. The rampage is in front of the east entrance of the mall.
It's reasonably tricky to get to your kill total with this weapon. I prefer to stay on the mall side of the wall and pop individual heads - it keeps you out of the line of fire.

Go inside the Northpoint mall. The rampage is on the upper floor, in front of the "Vinyl Countdown" record store.
Easy to blow yourself up on this one. Try to take advantage of GTAVC's levels bug - where explosions have an effect on people below and above them, even though the explosion is physically nowhere near them (meaning if you see people on the ground floor, don't bother trying to aim through a gap - just hit the 2nd floor in the same spot).

Opposite the Northpoint Mall's eastern entrance is a large orange and yellow building. Go around the north side of this building and walk around behind it (not on the patio around it, as with the hidden package that is there, but physically on the grass and beach). The rampage is just behind the northeast of the wall surrounding the property.
The Colt Python is a one-shot-kill gun. If you can't complete this rampage, God help you on the others.

Proceed round to the northwest of Vice Point mall. Directly north (and across the road) from the parking structure at the mall is a white building with peach coloured ledges (not to be confused with the neighbouring white building with pink ledges). The rampage is behind the building (but within it's walls) on the north-eastern side.
Another drive-by, another bike is suggested. PCJ-600 does make drive-by rampages a breeze...
